Where I come from, "I don't see it" is a common figure of speech that applies to more than the literal aspects.
Anyway, it doesn't sound like any forced belting at all. Not necessarily normal, but there's evidence of effort and empathy from the song -- however, "voice almost breaking" is honestly an exaggeration.
I myself also won't eliminate the fact that it's most likely that Hikaru is being asked to sing like this, that it is a preference of Kajiura that results in success, especially pertaining to the sound that she a.) was asked to provide at the time or b.) was aiming for as her own goal. And if so, there will be no shading from me, because it is a success.
