Watched the movie earlier today. There are MANY scenes that had no music, even some action scenes. It felt VERY awkward. Honestly, I think they didn't ask Kajiura to compose new music after the multiple rewrites and delays.
The music that survived was all bretty good. The Kajiurago version of Saggita Luminis is OLEV.
 
This was weird i think Kajiura would be happy to write more if they asked. Perhaps they didnt feel like because the spinoff game they put their bets on now is not with her.

Just watched the film too and I know exactly what you mean about the music. According to the en wiki article on the movie

For the music, Kajiura noted that she was essentially given free reign with what to compose besides basic instructions for certain parts that asked for "upbeat" music and the like. Having watched a version of the incomplete film during the scoring process, she intended to use her own interpretation of the work as the basis for her music. Rather than compose emotionally-driven music, Kajiura paid more attention to "not giving the audience answers" or "hints to the answers" through emotionally evocative music, and she also meant to allow silence at points in the film for the audience to ponder, a process which she said would have been easier if she was simply instructed to make beautiful music. When she eventually handed the music to the production staff, she intended to make any corrections they deemed necessary, but was given the OK.[19]

Regarding the movie, it’s just better to go without expectations towards it. I did enjoy it. But not as much as I thought I would after having gone ham about Madoka during the 2010s
