Don't know the current anime OST world but IMHO not Yuriko and not Kajiura.

If I had to guess, to me, it's someone adjacent to Shimotsuki but does not sound like her either. XD

This vocalist sorta sounds like Yuriko but the singing language isnt Kajiurago, its japanese mixed with something else.
No staff credits apart from 3 and 3 VAs on the website yet which is weird https://silentwitch.net/ there seems to be one more PV (1.3) coming out at some point). The bgm behind isnt Kajiura for sure.

One of the comments on the video suggested it sounded like a work by a Akiko Shikata - a composer I was not previously aware of in any way.
 
If you're going to dive into Shikata's stuff, I'd recommend to start with RAKA (2006) and Istoria~Kalliope (2011). Peak "major" (even though I wub Harmonia) and "doujin" releases from Shikata. You can go from there, if you feel like it... There's a plenty to choose from, even if I pretty much gave up on her ?6+ years ago... (A combination of how her voice changed & how it is processed, as well as the infuriating shop tokuten business practice... among other things.)

Also try to hunt down the CD versions, 'cause for whatever rights reasons (different composer or other BS) they often remove tracks from official digital releases...

I am getting the feeling from you and george that she processes her vocals a lot for effect. Hmmm.

What I really dig is memorable melodies and after that my second layer of enjoyment is vocals then instrumentation/arrangement.

Are you able to correct your original post? It left me puzzling at the time as it seemed to be a very recent photo.
