I believe this falls under "Mechanical License". That is, there are proper channels for reuse of music in other works. It usually means that a percentage of the cost of every album sold is sent to the owner of the original composition. Depending on the agreement, there may not need to be any statement of who the original composer is.

If sending anything to Victor Entertainment, please get your facts straight.

And If you ask. Yes, copyright here isn't very respected. I think Spain is the worst country of all Europe in this matter.

Did you know this guy demanded the government because she had a word game on one of his song using just one vowel and the government did something similar with a different one in a Spot.

there is a kid songs that is singed everytime with a different. He can't get that as a copyright thing.

But don't worry I'm used to this things, Spanish music sucks.

You forgot China... The whole country could care less about intellectual property...
 
To me, the song sounds like if the artist only slowed the tempo of 'I talked to the rain' a little bit down and did some REEEEEEEEAAAAAALLLYYYYY tiny variations, like taking out the piano part.


It is WAY too obvious that the song plagiarised 'I talk to the rain', and I think the artist isn't even trying to hide the fact.
