Well, apparently I'm a pervert, since I'm a guy, so my opinion might not count for anything.

My opinion would be, if it's a male, then he might have romantic feelings for that person.

If, however, it's a female, then it's probably just a natural reflex.

I mean, I have the sudden urge to hug people all the time. I don't ever actually do it, but it's a simple human desire to wish to be physically close to the ones we feel an emotional attachment to. Whether that attachment is purely platonic or something deeper.
